The Criminal Justice Center is a 17-story steel framed structure with precast concrete architectural panels with partial granite facing.  This design won the 1996 Precast Concrete Institute's Award for Best Justice Facility.  The general contract was awarded to R.M. Shoemaker and the precast concrete was awarded to Shockey Brothers, Inc.

Scott A. Smith performed the subconsultant design services for Shockey Brothers while employed at another firm.  These services include the development of design loads, precast panel design, connection design, and erection drawing review for consistency with the design.  The design was completed in four phases over a period of six weeks.  This was required due to the fast-track of the project.
